Comprehensive School Counseling Program

What is a Comprehensive School Counseling Program (CSCP)?

Springfield school counselors are assigned to every SPS PreK—12 school building and uphold ethical and professional standards to design, implement and manage comprehensive, developmental, results-based school counseling programs that promote and enhance student success. School counseling programs, now defined by outcomes of student academic, career, and social-emotional, are accountable, viable, and visible in the eyes of school stakeholders 


Academic Development and Student Success

  • Collaborate with students, families, and teachers to successfully transition and promote from grade level to grade level and meet graduation requirements
  • Provide academic support through classroom, group, and individual activities 
  • Contribute to improving student engagement, fairness, and equity for all students
  • Use data informed practice to increase students’ opportunities and promote achievement

Career and College Readiness

  • Help students, and families explore post-secondary options including college, career, and life choices
  • Support the college application process and other post-secondary plans  
  • Help students explore interests necessary for success in school, community, and the world

Social and Emotional Development

  • Contribute to positive school climate
  • Help students acquire coping and resiliency skills  
  • Encourage positive character development
  • Teach students mediation and conflict resolution skills
  • Promote emotional health and wellness
  • Intervene and support crisis situations
  • Facilitate access to community resources

Multi-Tiered System of Support (MTSS)

The Comprehensive School Counseling Program (CSCP) is delivered through Direct Student Services including academic development and success, college, career, and life readiness, and social/emotional development; and Indirect Student Services, including referrals, consultation, and collaboration with families and other stakeholders. 


The CSCP counseling services are delivered in a Multi-Tiered System of Support (MTSS), which is a comprehensive framework used to provide targeted and tiered support for all learners. MTSS is rooted in supporting the “whole child”, whether an advanced or struggling learner, through academic, behavioral, and social/ emotional services. 

Tier 1 Services

All Students receive through:

  • School counseling curriculum
  • Personalized and differentiated planning

Tier 2 Services

Identified Students receive through:

  • Group counseling
  • Specialized group activities

Tier 3 Services

Targeted Students receive through:

  • Individual counseling
  • Crisis intervention
  • External referrals

School Counseling Curriculum

What is the school counseling curriculum?

The school counseling curriculum is an organized series of lessons and is designed by school counselor(s) and can also be delivered by teachers and other school professionals. The lessons are aligned with the ASCA Mindsets and Behaviors: Standards for Student Success and include learning objectives. These Tier 1 classroom and group activities for all students can be proactive and preventative in nature and they contribute to improving student achievement, attendance, and reducing behavioral incidents to meet the school improvement goals of each school building.

The Curriculum...

  • Consists of structured experiences presented developmentally and sequentially through classroom and small group activities for all students in grades Pk-12. 
  • Helps students acquire, develop, and demonstrate knowledge and skills in the three domains: academic achievement, college and career readiness, social/emotional development, and the lessons are aligned with the ASCA Mindsets and Behaviors Standards for Student Success.
  • Is presented by school counselors, and in some instances by school faculty and staff.
  • Is based on data, research, and student needs.
  • Is evaluated and updated annually using pre/post tests, surveys, reflections, student data, and other sources to measure outcomes.
